Prerequisites

You'll need a valid Player ID (license key) from Jagex. You can find it at the bottom of the in-game settings menu. Without it, the dedicated server will not authenticate and start.

Installation

Install the server using SteamCMD.

For Linux:

For Windows:

You'll need to forward ports 7777 (game) and 27015 (Steam query) on both UDP and TCP.
